"Basati" is the past participle. You can get it by dropping "are" from "bas-are" and adding "-ato". It conjugates like an adjective, so, since "cellulari" is masculine and plural, "basato" changes into "basati."
"Si basa" is from the reflexive form of "basare," which is "basarsi," which literally means "to found oneself", so "to be based."

ciao, we do not understand what tense basati is? It does not seem to be any of the congugations for basare we have learned to date. .

We wonder how to get to basati from basare.
Another question:
"La sua teoria si basa su dei punti importanti."
We don't really understand the "si" in this sentence.
Any help will be greatly appreciated.
